State Department Pauses Immigrant Visa Appointments Worldwide

The State Department has paused or rescheduled immigrant visa appointments at U.S. embassies and consulates around the world while consular officers undergo new training on how to evaluate whether applicants are likely to become dependent on public benefits.

The department launched the global training initiative in early August, according to Reuters. Immigrant visa applicants with interviews already scheduled have reportedly received notices that their appointments are being rescheduled, with new dates to be provided later. The State Department has not said when normal appointment scheduling will resume.

The change affects people applying for immigrant visas from outside the United States, including many family- and employment-based green card applicants going through consular processing. It does not amount to a suspension of all U.S. visa processing.

Why are immigrant visa appointments being paused?

The State Department said the training is intended to ensure consular officers evaluate visa applicants “comprehensively and consistently,” with a particular focus on determining whether applicants could become a public charge — someone the government considers likely to become primarily dependent on certain forms of government assistance.

Public charge inadmissibility is already part of U.S. immigration law and can prevent an applicant from receiving an immigrant visa in certain circumstances. The new training signals a heightened focus on how consular officers make those determinations.

The State Department has not publicly provided details about the new screening guidance or how long the training will last.

The pause follows a court ruling against an earlier visa restriction

The global training initiative comes just days after a federal judge struck down a separate Trump administration policy that had suspended immigrant visa issuance for applicants from 75 countries.

That policy, announced earlier this year, was also based on concerns that applicants from those countries might become public charges. On August 21, U.S. District Judge Jeannette Vargas ruled that the State Department did not have the authority to categorically suspend immigrant visa issuance on that basis.

The new appointment pause is different: Rather than targeting applicants from particular countries, it is tied to training taking place at U.S. embassies and consulates worldwide.

What immigrant visa applicants should know

If you have an immigrant visa interview scheduled at a U.S. embassy or consulate, watch closely for communications from the embassy or consulate handling your case. Some applicants have already been told their interviews will be rescheduled.

Applicants should also avoid assuming that a canceled or postponed interview means their underlying immigrant visa case has been denied or canceled. Based on the information released so far, the disruption relates to appointment scheduling while consular officers complete the new training.

There is currently no announced date for when regular immigrant visa appointments will fully resume.
